OCTOBER 1995 TO JUNE 2003

Appointed by the chief judge to administer and manage federal probation and parole services within the Western District of Pennsylvania, the chief probation officer was fully responsible for the operation of the office, which covered the western 25 counties in Pennsylvania (main office in Pittsburgh and divisional offices in Johnstown and Erie).

Responsibilities included administering a 3.6 million dollar budget and supervising 46 staff members through a hierarchical management structure, with management staff reporting to the chief probation officer. Most policies and procedures were developed through a team approach. The chief also functioned as the liaison between the probation office and other law enforcement agencies, treatment agencies, and correctional facilities.

DEPUTY CHIEF UNITED STATES PROBATION OFFICER

APRIL 1992 TO OCTOBER 1995

Assisted the chief probation officer in organizing and managing the probation office to ensure the expeditious handling of all investigations and case supervision. In the absence of chief probation, assumed all duties necessary to operate the office. Directly responsible for the supervision of 17 staff members and two supervisory staff which included the branch offices in Erie and Johnstown. Sole responsibility for the assignment of all cases in the Western District of Pennsylvania and ultimate accountability for the supervision of over 800 probationers and parolees requiring liaisons with the courts, parole commission, health and welfare agencies, and various community agencies.

SPECIAL PROJECTS:

Developed a comprehensive database program for the uniform collection, and recording of court ordered financial obligations to provide the court and the supervising probation officers with immediate and accurate information on payments. The system also identified delinquent cases and generated a payment notice letter. Collections increased significantly after implementing this system. This program was reviewed at the national level with positive comments.

SENIOR SUPERVISOR, UNITED STATES PROBATION OFFICE

WESTERN DISTRICT OF PENNSYLVANIA

SEPTEMBER 1980 TO APRIL 1992

Eight probation officers were directly supervised, two of whom were assigned cases with special drug aftercare conditions. Duties of the supervisor consisted of directing and managing the work assigned to the officers, and conducting annual performance evaluation. As an adjunct to supervisory responsibilities, management of the drug aftercare program was maintained, including the yearly solicitation for the contracts, the quarterly monitoring of the programs, and the general day-to-day operations. A control system was initiated to ensure that the aftercare program complied with contract standards. In this system, monthly audits of the invoices submitted by both the aftercare program and the laboratory conducting drug screens were compared to provide the necessary control. This system is still in place.

SPECIAL PROJECT:

In supervising eight probation officers, field work practices varied greatly from officer to officer. With the promulgation of a nationwide system for classification and supervision of cases, a local field profile was developed to evaluate the officer's compliance with national standards. By using the data collected from the profile as a supervision tool, contacts with probationers and parolees increased nearly 30 percent.

WESTERN DISTRICT OF PENNSYLVANIA

FEBRUARY 1976 TO SEPTEMBER 1980

The duties as a Probation Officer required the supervision of a general caseload of probationers and parolees. This included the preparation of reports for the court and the parole commission, testifying in court and coordinating community and family resources for the client.

MARCH 1972 TO JANUARY 1976

This position involved supervising both a general and specialized caseload. For three years, a special drug caseload was supervised in the Hill District and Homewood areas of Pittsburgh. This caseload required intensified supervision, confrontation counseling techniques, and extensive knowledge of the community.

The Senior Child Care Supervisor was responsible for the supervision of six child care workers and the daily operation of the facility, including planning, staff development, and advising staff on problem cases.

Youth Forestry Camp received placements from the Juvenile Court system in Pennsylvania. As a counselor, work was done in both small groups and on a one-to-one basis. Additionally, the counselor acted as a liaison between family, court, and the community.

Training was received as a Combat Engineer followed by attendance at Officer Candidate School. Permanent assignment was to a Nuclear Weapons Unit in West Germany.

Held employment from age 16 on weekends and during summers, contributing over 50 percent toward my college expenses.
